The whole Pauri 32 goes as follows:

This Pauri contains the formula of meeting Vaheguru jee. The way to meet Vaheguru jee is to chant the Satnaam millions of times.

Simple Translation: 1) Let the tongue become 1 Lakh (100,000) and then from 1 Lakh may they become 2 million (20 Lakh). 2) Then through each tongue, Naam of Jagdeesh Vaheguru jee should be chanted 1 Lakh times. 3) This way by climbing the stairs of honour, one can become one with Vaheguru. 4) By listening to the lofty tales of sky, insect (ant) too feels like imitating the high flying birds. 5) Guru Sahib is saying that this Avastha (as defined in the first 3 Pankitis) comes through the Grace of Vaheguru; otherwise, liars make false statements only.

Vichaar: If we calculate the amount of Naam that Guru Sahib has ordered us to chant in the beginning two Pankitis, it amounts to chanting Naam billions of times. With one Rasna it's not possible to chant this much Naam in one life time and without chanting this much Naam, attainment of Vaheguru jee is not possible. So Guru Sahib has given us an easy solution but this solution can come only with great Kirpa of Vaheguru. As the seeker of Vaheguru chants Gurmat Naam in Gurmat way with full Bairaag and Love, there comes a time when all roms of the body start chanting the Ajapa Jaap of Naam. Once that happens, billions of times of Naam chanting occurs in a very short period of time and then attainment of Vaheguru too happens swiftly. The hard part for us is to reach that state of spirituality where Ajapa Jaap of Naam Gurmantr begins.

Now if some imitator tries to imitate the doing of Gurmukhs stated above, it is impossible for him to meet success because Rom Rom Naam Abhyaas cannot happen through our own will but happens only if Vaheguru does Kirpa and such Kirpa of Vaheguru does not befall on Manmukhs who have not yet sought Sharan of Satguru jee.

Coming back to the question asked by the original poster, ਕੀਟਾ here means Manmukh person who likes to imitate Gurmukhs. And ਗਲਾ here is referred to tales of Gurmukhs who have attained Vaheguru through massive amount of Naam Abhyaas suggested in the first two Pankitis of the Pauri.

Unfortunately, Professor Sahib Singh jee who otherwise was a great interpretor of Gurbani, has committed a blunder when translating this Pauri. He has discredited the chanting of Naam while translating this Pauri, even though such Hukams of chanting Naam are abundant in Gurbani. Taking lead from this translation of Professor Sahib Singh jee, modern day scholars who don't possess pious devotional dedication to Naam Abhyaas, use this Pauri of Siri Jap jee Sahib to prove that there is no concept of chanting Gurmat Naam in Sikhi. The good thing is that there are countless Pramaans in Gurbani that prove beyond doubt that the base of Sikhi is to do Sifat Salaah of Vaheguru through chanting of Naam and singing his praises by doing Kirtan of Gurbani.

Gurbani is Agam Agaadh Bodh.
